London, Dec. 14. _ Lord Birkenhead announces that the time is not ripe for the institution of an Imperial Court of Appeal, but that the Judicial Committee of the Privy Council should be installed in a worthy building. Arrangements arc being made to strengthen the Indian representatives by providing an adequate remuneration for Indian judges. The Indian work exceeds that of all the other Dominions —Aus. and N.Z. Cflile Assn.
