The Assembly spent over two hours discussing whether it was a question of procedure or an amendment of the Covenant for the First Commission to recommend the method of electing nonpermanent members of the Council Mr. Millen objected to the fixing of the period, thus tying the hands of the succeeding Assembly.

Wellington Koo (China), the committee's rapporteur, contended that, as the period was limited, it could, ultimately bo altered by some future assembly. It was not an attempt to amend the Covenant.

Finally a compromise was arrived at, by which members were elected for a year, and the committee's recommendation sent to the committee on the Covenant -amendments for consideration.
