Lord Derby (formerly British Ambassador in France) was welcomed limne at Manchester. Ho advocated a Franco-British alliance as the best safeguard to .Jhe peace of the world. If there had been an alliance- in 1914 the war would not have taken place, as Germany would have known we were on the side of France was a little afraid of the, attiprevent a similar war in the future. France was a litle afraid of. the attitude Britain will take as regards German reparations, but the right principle is: "Every penny Germany can pay, Germany must pay-" "I would show no mercy," added Lord Derby. ADMISSIONS OF BULGARIA 1 A REPORTED DECISION Received Dec. 3, 8.20 p.m. London, Dec. 3. It is Understood the commission dealing with the question of the admission of new States agreed to the admission of Bulgaria. The commission had a lengthy debate, which at times was warm, on the question of the postal conference as a basis of contributions. A section of members held that the covenant spec fiddly fixed the contribution on a bas : s of the postal conference then in existence, wluic others contended that any new basis fixed by a subsequent postal conference should apply.
