POSTAL .CONVENTION Ev Telegraph.—Press Assn.—Copyright London, Dec. 1. The Postal Convention was signed on November 30. The Empire delegates successfully advocated the continuance of a sound conservative postal policy and defeated a proposal to suppress the votes of the colonies and Dominions, which contain great independent administrations. All the American republics supported the proposal.—Ans. : N.Z. Cable Assn. CHAOS IN CUBA. Washington, Dec. 2. The United States Government is striving to prevent a. situation arising that will compel American intervention in Cuba owing to the chaotic condition of the hitter's political, financial and industrial affairs. The Washington Government is considering sending General Crowdcr, Judge Advocate, a general of the army, upon a special diplomatic mission to Cuba in the hope of straightening out the tangled situation. The Cuban Moratorium which is expiring to-morrow, has been extended till December 31. The State Department, however, does not approve of this method of meeting the financial situation..
