The ratio of the advance in saloon pasSsge rates wits at ill fur short of the ratio r.f the advance !ai coals, and far short of the mileage charge on the other chief ocean routes. There would he an unanswerable cc3e for an increase of fares, hut the re- | cction by checking the trafflj might make tad worse. If an eight hours' day at sea was Imposed, file result would be an almost, disastrous enibarassment to the conduct of the passenger business. Either fare 3 must rise to a prohibitive level or passenger:; must be content to And "more for themselves and accept, a. much inferior standard of service. It was estimated that on a IG,OOO-ton vessel an eight hour day would Involve additional running costs of about £7OOO monthly.
