The Australian Press Association's Geneva correspondent states tha committee of the International Bed Crjss has written to the President of the League urjpig the limitation of aerial warfare t.) military objectives, with fin interdiction against bombing open towns, tha absolute prohibition of the use of gas, and the bombardment of undefended towns; also of the deportation of the civilian populations. The Council decided that the members of the permanent mandates commission be selected for personal merits, and also that they should not hold any office placing them in a position of dependence on their Governments. The international labor organisation is to ba allowed to send an expert in an advisory capacity to the commission when the labor question is discussed. The annttal report from the mandatory Powers will be. forwarded to the commission through a duly. authorised representative, who can offer supplementary explanations if the commission desires. The commission shall examine each individual report in the presence of the mandatory's representative, who will be freely permitted to participate in the discussion. The commission then will forward its report, with its own and the mandatory's representative's observations, to the Council of the League. The commission sits at Geneva, and members will be paid one hundred gold francs daily, while travelling expenses will be borne by the League. The sub-committee on armaments recommend the Council to nominate an international blockado commission of eight members, half representing States not possessing seats on the Council, the commission to report to the next Assembly regarding blockade machinery.
