This is interpreted as a precaution against a possible Red invasion, via Roumania. perhaps with Keinalist assistance from Asia Minor. Moreover, they are entirely reconstructing the Adrianople defences and other fortifications on the Thracian front. Washington, Nov. 2fl, It is reported that Britain has approached the United States concerning measures for the relief of Russian civilian refugees from the Crimea, numbering about 80.000, who are in Constantinople and neighboring districts, which are unable to accommodate so great a migration. It is believed Britain proposed that the refugees should be taken to the north coast of Africa, where permanent colonies may be established on a self-sustaining basis. Belgrade, Nov. 27. Wrangel, accompanied by a portion of his army, is expected here early in December. It is understood he wishes to transfer his fleet from Constantinople to Spakto and Cattaro.
