The Washington correspondent of the New I T ork Times says that Mr. Hoover the ex-Food Controller, 'in a speech Lefor the American Engineers' Council, declared that one of the great conflicts in the distance is that between the employer and organised labor. Mr. Hoover advised the expansion of Federal and other labor exchange,; to find occupation for seasonal workers. He suggested collective bargain;:).'; and carrying the level of wages fixed by tho workers in accordance with the" skill of the worker. He added that there would be little outcry against the closed shop if it were for the purpose of increasing production by offering to the employer the full value of the workers' mind and effort. —Aus.-N.Z.
