GANDHI'S CAMPAIGN FAILS. By Telesraph.—Press Assn.—Copyright. London, Nov. 3. The Bombay correspondent of 'the Times states that a general survey of Gandhi's non-c'o-operation movement shows that the campaign generally has failed. No Indians have renounced responsible posts, foreign goods are not boycotted, there is an abundance of candidates (including Moslem) offering for the new council elections. Gandhi has alienated the responsible elements of the community by his vehemence and violence. Nevertheless the non-co-opera-tion movement has grievously affected the prestige and authority of the new council. The. country is in a state of great tension and trouble is anticipated. The council elections have been fixed for the middle of the month. The correspondent adds that the only hope of re-establishing confidence in British justice will be a determination to lead India progressively to selfgovernment.—Times Service.
