The Oabinet aL=o approved of the crej ation of special courts to deal with the i case of Russians in the three Eastern ; provinces. | The press approves of the President's j bold step in abandoning peace negotia- ! tions and simply announcing that peace ! exists. ; The fact that no concessions have | been made to the revolting province? | indicates that the Government feels it- | self to be in a strong position. j Peking, Oct. 31. | The principal Kwangsi militarists j hate fled to Shanghai.
