The Minister of Internal Affairs announces that the following have been appointed a commission under the Gamin"- Amendment Act, to make recommendations to the Government as to the number and '.distribution of totalisator permits to be issued next season: -Mr F. Earl, K.C., of' Auckland (to be chairman); Messrs. W. E. Bidwell, farmer, of Foatherstnn; W. H. S. Moorhou=e, solicitor, of Wellington; J. H. Williams, solicitor, of Christchurch; Major S. Rice, auctioneer, of Wyndliam The order of reference is now being fixed for the holding of the first niceting.

RIGHT TO TOTALTSATOR FRACTIONS. Wellington, Nov. 2. Mr Skerrett, chairman of the board of control of the Sports Protection League has addressed a letter to the Won C. .T. Anderson (Minister of In(crnkl Affairs), statins that: "Notwnti--tandiiip the convincing reasons already L-iven whv the present method of handJin* totalisator fractions should not l!e"disturbed, the inspector of totalisa-i.-rs reports that not one sound argument has been adduced why clubs .honld be allowed to retain these fractions." Mr. Skerrett objects to the publication of such recommendations, and calls on the Minister to stop it. He proceeds to contend that the fractions belong to the people who put the roonev on the totalisator. and go back to them per medium of the clubs, who ,„ e tUcm for implements and addition, to stakes. He denies that the clubs retain the tractions at all. 'Already nearly half-a-million is d&wn by the' Government from racing, and it is now proposed to take, a further £42,000.
