PLEA FOR AN ELECTION.

The Observer recommends a general election early in the new year witn a v>W to dispelling the unrest and mistrust which are thieateniiig national unity. The Observer declares that the growing restlessness outside Parliament is inadequately represented within it, and the temptation to follow dangerous advice and resort to ruinous expedients grows stronger. Hence the Government's authority is weak proportionately to the strength of its Parliamentary majority, and there is ample pretext for challenging its moral right to govern. Difficulties of administration, especially in the case of Ireland and the industrial policy, Lave multiplied accordingly. The trouble is not that the Government's policy and programme are, in its main lines, not representative of bye-elections, but suggest, on the contrary, that the real trouble is that the majority is far too large. The Parliamentary oppositions are smaller and narrower than the opposition in the j constituencies. While not removing the unrest, a general election can give it constitutional utterance, and is the only means of restoring reality to politics and dethroning the cynic, the pessimist, and the revolutionary.
