Tins penalty applies to any person who "stipulates for or premium, or other like sum in consideration for obtaining or offering 1 to obtain any dwelling-house or part of a dwell-ing-house for the occupation of any other person. A newspaper may be similarly lined for publishing any advertisement demanding- or offering a bonus for a lease of a dwelling-house. Magiisfrates are given power to determine the'fair rent of rooms or parts of bouses sub-let by tenants of the houses. The "rounds on which au owner may apply for an order for possession of a house are extended to include the following: "That, the, tenant, by sub-letting the dwelling-house or any part thereof, is making a profit which, having regard to the) rent paid by the tenant, is unreasonable." A final clause provides that a magistrate, in determining whether an order shajl be made for possession of a dwelling, shall take into consideration not only the hardship that would be suffered by the tenant if an order were made, but also the hardship that would be suffered b" an owner if the order were refuged.
