ANOTHER BALLOT ARRANGED. ■ MINISTER NOT SATISFIED By Telegraph.—Press Association. Wellington, Last Night. Another ballot is being taken among the teachers on the grading scheme, this time by the Minister for Education, who, in a circular memorandum addressed to the graded primary school teachers, says:— e

"I am desirous of introducing legislation to provide that, subject to special provision for positions requiring a particular type of teacher, or a teacher with special qualifications, duly notified, all appointments of teachers should be made according .to the graded list, after the next revision. The proposal is fully set out on the voting paper. lam satisfied that the next revision of grading under r)he recently amended regulations will affect a removal of the objections formerly made. dt is intended that the legislation I have in view will provide that the whole Dominion shall be a field for promotion, instead of tho present restricted area of opportunity available in separate districts. Before taking action I wish to know the mind of the teachers concerned. The ballot taken by the N.Z.E.I. was not comploto enough, and the ballots taken by several education boards obscured the whole issue. Enclosed you will find a ballot paper and addressed envelope, which is I free of postnge. The ballot paper must be posted by return mail. Envelopes will be opened and votes counted by three scrutineers nominated by the' executive of the N.Z.E.I. Voting will therefore be quite secret." The proposal on the ballot paper is that all appointments of teachers shall be made by all Education Boards, in accordance with the position of applicants on the graded list of teachers, unless the applicant is. in the opinion of the board and the senior inspector, unsuitable for (he position. It is provided that special provision may be made in eases where a particular type of teacher, or a teacher with special qualifications, is required.
