Tlife Borough Council at Its meeting on Monday night received fc letter from wli.?' ®' aa k' enr ®tor of the Palmerston I North domains, who Lad been engaged to prepare a plan of improvements to King Edward and Victoria Parks, stating that he had not yet completed the plans but would ba able to forward them in about a fortnight. The estimated .cost of the improvements would be in | the neighbourhood of £BSOO, not including the cost of gates and the bridge across the lagoon#ln Victoria Park.The Oounoil decided to allow £I9OO for the bridge and gates and to include that amount in the loan proposals. Tl»e Oomrcll agreed to a request from the Stratford Hospital Board that the Couioil's workmen should be allowed to cxnf out tarring and sanding work on .the main approaoh to the hospital from Miranda Street.
The Comptroller of Customs wrote to the effect that the Council's request that "the duty on the Diesel engine and other electrical plant be submitted, stating that the request could not be agreed to. " The Mayor fMr. J. W, McMillan) dated that hj« Hoped to submit the loan proposals to the ratepayers in November and he intended calling a public meeting for November Ist, for the purpose of discussing the proposals. In reply to Or. Jackson, the Mayor said he did not think all the loan money would be expended In ten years, although it would no doubt be the best thing for the borough if It could be spent within that time. It was decided that extracts from the Munleinal Corporations Aci relating to councillors' responslbiliy in the matter of selling goods to the Council, should be printed and hung in the Council room, also that no goods whatever should be purchased by the Council from the Mayors firm. In reporting upon the petition for a continuous telephone exchange, Cr. Thompson said that in canvassing for signatures the refusals did not amount to S per cent., and he could have obtained many more signatures if he had time.
Ail historic photograph of the visit of Lard Ranfurly to Stratford twentytwo years ago, which was' donated to the Council by Mr. A. J. Davey, was accepted with'thanks. Cr. Young drew attention to the state of Regan Street West, which he said was in a bad condition.—The matter was referred to the Works Committee with p6wer to act. The Council afterwards met as a Domain Board, the Mayor presiding. The town clerk submitted a report on various work done during the month at both parks. It Was dedded that a small amount paid by Mr. Percy Thomson to the Council for goods supplied for the children's playground, be remitted to him, tlie Council expressing its appreciation of the very valuable work Mr. Thomson was doing in this respect.
GENERAL. Mr. G. R. Cooper, postmaster at Stratford, has received notice of hte transfer to Oamaru as Chief Postmaster. Mr. Cooper has been in Stratford only since July 3rd, having been stationed at Dunedin prior to that date. It was not yet known who is to succeed Mr. Cooper at Stratford. The Stanley Road Bachelor's Ball, which was originally arranged to be held on Friday night, was postponed until last night when a thoroughly successful evening resulted. There was a splendid attendance, and the floor was in excellent condition for dancing. The music was supplied by Mrs. Bianehi's orchestra, Mr. C. PhUlipg and Mr. Barleyman playing some evtras, and Mr A. J. Chard officiated as M.C. An excellent supper was provided. Officials of the Railway Department were again in evidence in Broadway today, making a close scrutiny of the motley assortment of buildings erected on the railway leages. The intentions of the Department in regard to the renewal of the leases are stjll obscured in secreoy, but from the activities of various officials lately it would appear that drastic alterations in the frontages and the rentals are quite likely.
