REFINERS AND BANKS AFFECTED. By Telegraph.—Press Association. Ottawa, Oct. 9. Canadian are appealing to the Government to take action to guard them against loss, in view of the difference in sugar prices in the United States and Canada. The wholesale price in Canada is f ,19 dollars 50 cents per lOOlbs, and in the United States is approximately 10 dollars. FINANCIAL TROUBLE IN CUBA. Havana, Oct. 10. Owing to falling sugar prices the International Bank of Cuba, capitalisation at 10,000,000 dollars, has provisionally suspended payments. Depositors with other banks are taking fright also, and have made large withdrawals. The Havana Stock Exchange has temporarily suspended operations.
