EX-KAISER REVEALED.
LEVITY AND IGNORANCE. London, Sept. 13. The correspondent of the Times at Berlin states that Herr Erzberger's war book has been published. It describes the former Kaiser's meeting with the Socialist members of the Reichstag in July, 1017. The Kaiser said that a peace by agreement would be excellent, because it meant taking money and raw material out of the pockets of Germany. He added that at the end of the war there would be a great settlement. France and then the entire Continent would be under his leadership. He would then deal with England. Herr Erzberger describes the members as astonished and confused at the Kaiser's levity and ignorance. He told Herr Erzberger personally that the east coast of England was a moraine of wrecks due to submarines, and England would be finished in two or- three months, as bin naval advisers assured him that enemy ships were no longer seen on the high seas.
