The draft agreement is kept secret, but the Times city editor predicts that steps will be taken by au- • thoritative people in the city to present . the British Government conniving at partial repudiation of 'the debt He understands also that the Cabinet is divided on the subject. The Daily Mail understands that the Krassin agreement provides for the release of prisoners, the cessation of propaganda, a mutual undertaking against hostile acts and the recognition by the Soviet of the Tsarist debts for goods supplied and services rendered. ' A separate treaty will be arranged dealing with other debts. It is expected negotiations will be opened soon for a, formal peace.—Times and United Service.
