WELFARE OF THE MASSES. By Telegraph.—Press Assn.—Copyright. Received Sept. 9, 10.5 p.m London, Sept. 9. Tchicherin, replying to Mr. A. J. Balfour's Note, says he is of opinion that the latter is undjr an illusion as regards the Russo-Folieh military situation. • He endeavours to show that the setback before Warsaw was merely the unsuccessful result of one particular operation, and. argues that the Situation there has even altered to the Soviet's advantage, foecause reinforcements have been dispatched. He charges Mr. Balfour with repeating insulting accusations relating t6 the non-disclosure of 'the proposal for the formation of a Polish civil militia. Referring to Mr. Balfour's obesrvation regarding the Soviet's supposed failure to Increase the welfare of the poor, Tchicherin launches a high sounding description of the opportunities now afforded the masses to enjoy the marvels of art formerly withheld, and ho tells how palaces have been converted into great popular clubs where elevating entertainments abound-—Reuter Service. [The Note to which Mr. Balfour replied was an answer by the Russian Soviet Government to a previous AngloItalian Note denouncing the peace terms offered to Poland. The Soviet Government described its proposal for a civic militia in Poland as a concession, inasmuch as it would be a supplementary armed force to the Polish army of 50,000, and puffprested that the attitude of the British Government was dictated by tho view that workers must by nature be animated with the doetrine of Bolshevism. The Soviet Note continued: "Although our interpretation of this point in our peace terms is thoroughly justified, we nevertheless are willing to Temove this, the only point of divergence, in order to establish a full understanding regarding the terms of peace with Poland."].
