Sectional Chief Saito, of the commercial bureau rtt the Japanese Foreign Office, was and seriously wounded by a man who declared Saito had not pressed certain damage claims against the Chinese Government, It is understood that Mr. Paul Beinseh, former United States Minister in China, iias presented a memorandum to the Chinese Government implying that the American recognition of the military Government in China is only temporary, and may be withdrawn unless democratic reforms, notably popular conventions, are carried out. Mr. Fisher, Sir, Jas. Allen and the Agents-General farewelled Sir Thomas Mackenzie, who stated that he would he. officially representing the New Zealand Government and the London and NewZealand Chamber of Commerce at the congress in Toronto.—Aus.-N-Z.
