The Times, in a leader highly appreciative of Sir Thomas Mackenzie'" work in Britain, deplores tile increasing tendency to appoint to Dominion positions in London, and to Governorships in the Dominions, ekkVy men whose public life is approaching an end. The Times says that so long as the .Imperial system continues to be a thing of vague and undefined ties, ambiguous constitutional relations, and commercial interests which often conflict, it is extremely important to fill these posts with young and active personalities. The Imperial Conference should agree to joint action making the salaries sufficient for the proper performance of these duties.—Times Service.
