Count Okuma, addressing American Congressmen, asked for Japan to be allowed "to hava a free hand in Kojrga, Where Japan's intervention was towards the betterment of conditions. Be declared that America should recognise Japan's good intentions in Korea and Simria, and he pointed out that Japan acquiesced in the American annexation of the Philippines, accepting the explanation that it was for the benefit of the peoples affected.—Aus.-
