WHY RUSSIA COLLAPSED. By Telegraph.—Press Association London, Aug. 11. The Paris Matin publishes the second instalment of a conversation between a high representative of France and King Alfonso of Spain, in March, 1917. King Alfonso attributed the deplorable military condition of Russia to unpatrilotic influence at Petrograd, which was a State within a State, harboring a German court, and filled with traitorous Jews. Otherwise, the Russian production of ammunition would have been doubled. "The intervention of the French Military Mission alone saved the existence of the Russian Army in the field," added King Alfonso. "But for the loyalty of the Tsar a separate peace would have been signed." Asked if he considered that another war would be necessary in a few years' time, King Alfonso expressed the opinion that it would be more possible to settle disputes diplomatically.
