GRADING OF TEACHERS.
SPECIAL COMMITTEE'S PROPOSALS, SOVERNMENT TO ADOPT THEM. By Telegraph.—Press Association. Wellington, Last Night. The Minister of Education (the Hon. C. J. Parr) announced to-day the result of the deliberations of the standing com- i mittce of four inspectors and four teachers appointed by the May conference of teachers to advise him as to the conference's proposals for the new grading scheme. He intended to ask the Department to act on the committee's report. The standing committee decided it could not adopt equitably all the conference scheme, though some of the ideas ought to be used in. amending the present scheme. Some of the proposed modifications are as follow: .' (1) That marks under each heading of the present scheme be doubled, marks for service, however, being further! increased by the addition of five marks, thus enabling one mark of service to be given for each year up to 25 years. (2) The committee endorsed the recommendation of the conference that the time spent on military service should count as double time for the purpose of grading. (3) That "environment" marks under the present schemo be included in personality marks. (4) That the barriers between the grading groups be removed, by providing that any teacher who reached the maximum for teaching personality and organisation in any group, and cannot get promotion in a higher group, may, ; with the recommendation of an" inspector and i the approval of the director, go up to the next higher group.
(5) That, academic attainments be recognised to a fuller extent than recommended by the conference, and the following marks be given for certificates:— E <5, D 12, C 21, B 27, A 30, so that out of the new aggregate of 325 marks the maximum for a certificate be 30 marks.
