DISORDER IN RHENISH AREA. By Telegraph.—Press Assn.—Copyright. Received August 23, 7.5 p.m. Amsterdam, August 21. A Communist movement is again causing concern in the Rhenish Westphalian area. A Soviet Republic has been proclaimed at Velbert, near Barmen, where the Town Hall was. seized, and bank officials were compelled to give up large sums of money.
