JAPS' WITHDRAWAL. By Telegraph.—Press Assn— Copyright. Honolulu, August 18. According to a dispatch from Tokio, the Japanese Government is considering the withdrawal of troops from Saghalien Island owing to the American protest, the doubtful legality of the occupation, and the heavy financial cost of the maintenance of the occupation.—Aus.-N.Z. It is reported that the Japanese military authorities at Nikolaievsk, on the left bank of the Amur River, have announced that all Russian fisheries on the estuary of the Amur have been taken under Japanese control, and Russians desiring to lease fisheries must comply with the Japanese regulations!—Aus.N.Z.
