TARANAKI EDUCATION BOARD.

MONTHLY MEETING. The Taranaki Education Board met yesterday. Present: Messrs. P. ,T. White (chairman), H. Trimble, H. J. Eaves, R. Masters, M.P., F. Iloskin, R, J. Deare, and A. Lees. CHAIRMAN'S REPORT. The chairman reported that during the interim lie had had to make the following relieving and temporary appointments: —Normanby, Miss Blandr'oid, assistant; Tatu, Miss D. Old, sole teacher; Waitara, Mrs. L. P. Ling, assistant; Mahoe, Miss D. Bocock, assistant, Miss Trnvin, head teacher; Matierc, Miss L. Riddell, assistant; Mokan, Miss C. Barnett, sole teacher; Uruti, Miss C. M. Banks, sole teacher; Hawera, Mr. W. G. George, assistant; Otakeho, Miss A. Aitken, assistant; Pukengahu, Miss S. E. Farquhar, head teacher, Miss B. Hill, assistant. TEACHERS' SELECTION COMMITTEE The committee reported that Mr. Smith had been appointed chairman. They made the following recommendations:—Mangakara, sole teacher Mr. A. N. McOlure; Uruti, sole teacher Mrs. M, O. Banks; Mokau, sole teacher Miss C. E. Orr; Okaiawa, 2nd assistant Mies P. Blandford; Kapuni, 2nd assistant, Miss E, M. Lewis; Stratford, 9tli assistant Miss A. Murray, 4th assistant (relieving) Mies P. Murray; Midliirst, Ist assistant, that the position be offered to Mrs. M. R. Stafford-Bush, and failing her acceptance fresh applications he The position at Whareroa is to be offered to Miss Sartori. There being no appliatcions for the position of sole teacher at Matemateaonga. and for Tatu (sole), the positions will be re-advertised.

MANUAL AND TECHNICAL INSTRUCTION. The committee reported that My. Trimble had been appointed chairman. Tliey made the following recommendations:—That in view of the fact that the Board has not received any reports from the Director of the Hawera technical High School since 9th June, 1919, his attention be drawn to this fact and that in future such reports be submitted at each meeting of the Board, reports of day classes direct and of night classes through the Director of the New Plymouth Technical School. That the Department's letter of the 19th May re payment of salaries at the Hawera Technical High School in lt>l9 be left to Messrs. Masters jnd Smith to discuss with the Department and that full particulars he forwarded to these members "in order to enable them to do bo. That the question of the equipment and control of the hostel at the Hawera Technical Hi«h School he referred to Messrs. Trimble, Lees and Eaves to confer with two members of the Advisory Board of tjie Hawera Technical High School and to report to the Board. That advertisement be made for a, male assistant to take the place of Mr. .T. S. Mackenzie at the Hawera Technical High School.

FINANCE. The Finance Committee reported that Mr. fceca was appointed chairman of the committee. They advised that the sum of £lO2 Is 7d expended on repairs at Plhama during 1919 he credited to the general fund: that the matter of school committees' allowances be left in the hands of Messrs. Smith and Masters to re-open with the Department. Recommendations were also made regarding increases in the salaries of the office staff. BUILDTNC WORK. The report of the architect (Mr. C. H. Moore) stated:— Opunake.—This school is well on towards completion, and I hope to have it ready for occupation soon after the spring holidays. Hawera Technical.—We have made a start with this work and will make good progress as long as we can get plenty of cement. Stratford Technical.—l have to report that the contractors were unable to proceed with this contract owing to the continual rise in price of material, and the contract was cancelled. A' fresh contract has been signed up by J. T. Julian and Son, Ltd., in accordance with the stipulation laid down by the Minister of Education. Tin matter of taking over material and making adjustments in connection with the work done is being attended to. Hawera Boys Hostel'.—Official word has just been received approving of this proposed work. I pronose to carry tMs work oil in< connection with the Technical High School. During wc> weather we can do a lot of work towards reinstating the present building and also if we run out of cement (which I earnestly hope not) we can concentrate oil this work. The Hawera Technical Committee are anxious to have this work completed. The report also stated that a grant had been received for a new residence at Ohura, and it was proposed to call for tenders for this work and also for the rsmoval of the Tatu residence when authorised. Repair work has been car-

ried out at Omata, Rawhitiroa and Waitara (bathroom and waah-liouse). ACCOMMODATION AT FITZROY. Inspector Ballantyne made a report on the application for increased accommodation at the Fitzroy School. After recording the sizo of the rooms and the attendances, he expressed the opinion that the growth of the district would result in further increases by the end of the year. Extra, accommodation was required, but he was not in favor of additions being made to the present building, which was erected on a very lowlying piece of ground. The section lately acquired next to the, present grounds (the report stated) was an ideal site and if the nucleus of an infant fchool were built here the needs of the district would be provided for for some timo to come. It was decided that application be made to the Department for the erection of a new room, to be the nucleus, of an infant school, as advised by the inspector. MODEL SCHOOLS.' , A circular was received from the Department regarding the institution of a model school for the training of teachers. In reporting on this, Inspector Ballantyne said: A model country school would be established as part of a large school. The most suitable locality in my opinion would be at Stratford which is the nearest centre to a large number of' small schools conducted by inej> perienced teachers, and is, moreover, well situated with regard to railway accommodation. Again when the Stratford Technical High School is established there should be no difficulty in providing the necessary room in the present building. The inspector's report was adopted. GENERAL. It was reported that leave of absence had been granted to the following: Mr. C. A. McKinnev (Urenui), two weeks; Miss C. J. Lock (Fitzroy), one week; Miss Berntsen (Waitara), two weoks; Miss G. Colman (Pukengahu), two weeks; Miss T. O'Brien (Central), two weeks; Miss K. Downs (Central), two weeks; Miss 0. Freer (Rjverlea), ten days; Miss K. Giddy (Stratford), one week; Miss Q. Foy (Hawera), eight days; Mr. .T. S. Mackenzie (Hawera Technical), ten days; Miss M. Maekie (Hnirangi) and Mr. A. Huse (Tarnrutangi), sufficient leave to attend examination.

Dean (New Plymouth Technical), j It was decided, on the motion „of Messrs. 13aves and Lees, that the Department he written to in connection with the acceptance of the plans for the Manaia School. In the matter of the establishment of a new school at Turoto, Mr. Trimble reported having ascertained that Mr. C. .J. Ryan was prepared to give one acre of land, or, if necessary, two, for the purpose of a site. The report proceeded: "The settlers are very desirous of getting their children educated, and will move away if they cannot get a properly qualified teacher, hut as there would probably he only twelve children, it seemed to me unlikely that a certificated' teacher would he found to go to so small a school."—lt was decided that Messrs. Byan, Dougherty and Owen be thanked for the offer of the site, and that, it he accepted. The architect was instructed to prepare plans in anticipation of additions being necessary to the Vogeltown School, on account of the increasing population in that district. The following appointments on School Committees were confirmed: Newall, Messrs. P. W. Raven and W. E. Smith; P.anpuha, Mr. James Jamieson; Mahirilean. Mr. Hnyward. Messrs. Masters, Lees, Smith and White presented a renort regarding their meef.in? with the Minister last month. They stated, inter alia: The question nf meeting the additional charges due to rising costs on the Stratford Technical High School was gone into, but the Minister said it was impossible to recognise anything over. £ 1000 additional, and this had already been promised Mr. Masters. Application is to he made to the Department for Wife purchase of one of land for the purpose of enlarging the school grounds at Okato. The matter of additions to the Carrington Road site was referred to Messrs. Trimble and White. The Board decided to give its consent for inter-School football matches being played during School hours, as requested hy the organiser of School rugby for South Tarnnaki (Mr. T.vall). leave to he limited to those taking part in the matches.
