POLISH DELEGATES AT MINSK. NO NEWS OF NEGOTIATIONS. , By Telep-.iph.—Press Assn.—Copyrljht. London, August'ls. The Central News learns authoritatively that the Polish delegates have reached Minsk. The newspaper correspondents who accompanied the Poles verc not permitted to cross the Bolshevik lines, despite the Bolshevik announcement that open diplomacy would he observed in the armistice and peace negotiations. No news of the negotiations is expected to reach London beforo Tuesday. The Bolshevik advance is progressing, and the fortress of Soldau has fallen! A. delegation of seven Russian trade unionists and eight secretaries reached Reval, when the British authorities refused them permission to continue their voyage to Britain, where they had arranged to conduct an extensive tour of T'olßhevik propaganda. TERMS OF THE SOVIET. NO ALTERATION*MADE. London, August LI. Kamencff, in a letter to Air. Lloyd deorge, states that, despite' rumors emanating from interested quarters indicating that the Soviet has altered its terms to Poland, also despite France's hostile acts rendering peace more diffi"lilt, the Soviet Government does not consider it necessary to alter the conditions to Poland, which Mr. Lloyd George communicated to the Tlonse of Commons on August 10. Kameneif adds that the Soviet Government signed peace with Lutvia on August 12, and an armistice with Finland on August 13.
