It is understood that the Japanese repjy to the Saghalien Note is considered unsatisfactory, It is believed Japan does not recede from any position she assumed, and to which the United States hag .taken exception. Japan claimß that Saghalien is virtually part of Nikplaievsk, and therefore subject to Japanese occupation, due to the Nikolaievsk massacre. It is underwood that the reply further points out that the creation of a Siberian buffer State is essential in order to prevent the spread of Bolshevism, and intimates that the occupation of Saghalien depends upon military contingency.—Aus.»2.
