The Japanese Government has received a communication from the United States, pointing out that America is unable to recognise the Japanese occupation of the northern half of the island of Saghalien. It is believed that Japan will Bhortly reply to Washington, attempting to clarify official opinion and to remove misunderstandings over Japan's position. Mr. Hara (Premier) recently said it would be detrimental to Japan's interests to reveal what she is" going to do in Siberia. As long as Blie received no satisfactory settlement of the Nikolaievsch massacre, Japan had no alternative, in view of the unstable Government sf Russia, but to occupy Saghalien, pending the establishment of a legitimate Government. —Aus.-N.Z. Cable Assn, SITUATION 'IN CALIFORNIA. Washington, July 30. Mr. Swope, a member of the Congressional committee which is investigating the Japanese situation in California, in a statement, says that the United States has Teached a point where it should not permit any race which cannot be assimilated to fill the Pacific States. When Americans realise that 100 out of every 150 Japanese in America lived in California they could understand California's alarm over the continued Japanese immi-gration.—Aus.-N.Z. Cable Assn.
