The latest reports state that tiie Bolsheviks and the Lithuanians have quarreled over the possession of Vilna. The Reds refuse to hand over the city, and have begun civil administration. The Lithuanians have declined to co-operate further with the Bolsheviks against Poland, and they also refused to ratify the peace treaty with Russia. —Times Ser- ! vice.
