; CHANGED SYSTEM DESIRED fcy Teleirraph.—Press Assn.—Copyrltht. < Received July 14, 9.40 a.m. London, Jrtaly 12. . on the appointment of the Governor, Mr. Theodore said he had suggested -to Lord Miliier shortly after his- arrival that no further Governor should .be appointed for Queensland and that the duties of Governor for that State should be c»ried out by the Lieu-tenant-Governor.
Lord Milner stated that, although a change in the system of appointing state Governors for-Australia was sure to come sooner or later, his opinion was that the change would not come until there had been a review of the rfia» tions between the States and the Commonwealth, or, at any rate, until the majority, of the States had agreed to the change.
I intend," added Mr. Theodore, "to get the other State Premiers to co-oper-ate with rae with a view to abolishing the office of the Governor, arid to allow the duties to be carried out by Lieutenant,Govemors appointed upon the recommendations of the State Governments. The principal justification of the suggested change is to ensure a policy of non-interference with State Governments which, on certain occasions, are seriously hindered through the attitude of Imperially-appointed Governors imposing their will in matters onJv affecting local interests.
