REBELS GIVING TROUBLE. By Telegraph.—Presr Assn.—Copyright. Beceived July 11, 5,5 p.m. New York, July 9. The Pekin correspondent of the New York Times states that Cabinet reconstruction has been delayed, since tho Anfu Party is influencing members to stay away from Parliament, thus making a quorum impossible. The despatch of forces to fight rebels on the Pekin-Hankow railroad caused a panic in Pekin. It was feared the rebels would be victorious, and come to Pekin and loot the city.—Aus.-N.Z. Cable Assn.
