At the International Seamen's Conference at Genoa, Captain Devine, the Indian Government delegate, proposed an amedraent to the draft convention in regard to hours of labdr, replacing the word "Lascars" by "Indian seamen." in view of the uncertainty of the legal meaning of Lascar, which covered only deckhands, and not firemen and stewards. Mr. Burke, the Australian delegate, oposed. He declared it aimed at milking exceptions for all colored races, the hours for Lascars should be the same as for whites. Captain Devine said tfte Indian Government could not ratify a convention which was not intended to protect Indian seamen.
The amendment was carried by 17 votes to C—Reuter Service.
