REVISION OF CUSTOMS.
HINT OP THE PROPOSALS. (By Telegraph.—Special Correspondent.) Wellington, Last Night. A hint of the proposals for the Customs revision was obtained when Mr. Harris was expounding the effect of the ad valorem assessment of duties o» the cost of living. A suit of clothing which paid 15s before the war now had to pay £1 13s owing to the increased price of the article, and the retailer and the merchant based their charges on the added amount. If 15s was sufficient before the war the Government ought not to collect more now. Mr. Massey: It's not the Government, its Parliament. Mr. Harris: "Well, Parliament is aitting now and would be willing to assist you put matters right." The effect of the system was shown in the amount of duty collected in Wellington in June, 1914, which was 73,000, while in Juno this year it was .■£252,000, and most of the increase was due to the appreciated value of the articles imported. Mr. Massey: We're going to alter all that.
