REMITS ADOPTED BY CONFERENCE.
By Telegraph.—Press Association. Wellington, Last Night. The Public Service Association conference discussed appeal matters. Remits were adopted requesting amending legislation: (1) for the appointing of an additional member of the board of appeal, three members to form a quorum, with provision for an acting chairman; (2) empowering the appeal board to adjudicate upon questions relating to the rates of allowances, seniority, length ot service, and for purposes of seniority, designation, and validity of appointments ; (3) providing for the Tight of appeal against dismissal without reasons being given; (4) for the retention of counsel by each appellant; (5) for the payment ft>r honoraria to elected members of the board of appeal equal in amount to the payments now being made to nominated imembcrs; (0) amending the Cook Islands Act, 1914, so as to grant the same privileges to officers who are supernumery officers of the New Zealand Government as are granted to officers under the Public Service Act, 1912; (T) giving discretionary authortiy for the board in the matter of fixing costs; (8) providing that, non-pfomotlon appeals be heard within 31 days of the day up to which appeals can be lodged, and that In cases where delay occurs In the hearing of an appeal, if appellant is I successful, his salary shall date'back to the date of the original appointment; (9) providing for the appeal board stating the reasons for its decision in non-promotion appeals: Among other remits carried ware: That the Public Service Commissioner be requested to amend the regulation that any officer who performs tho duties of a position of a higher class or grado than that in which he is classified, for a period of three months or longer, whether continuously or intermittently during any twelve consecutive months, be pßld the allowance provided by the regulations for the whole period during which ho performs such higher duties, as Is the practice in the Post and Telegraph Departments; that all overtime authorised by the Public Service Commissioner worked in excess of the regular hourß be paid for according to the scale; that tho Commissioner he requested to. amend the present scale of payment for overtime as follows: Supervisors (not less than) 4s per hour, officers drawing salaries exceeding 62T0, 3s; officers drawing salaries exceeding £209, and not exceeding £270, 2s 6d; officers drawing salaries exceeding £165, and not exceeding £2OO, 2s; officers drawing salaries not exceeding eios, la fid; that the present "tea money" tllowanc* o» Increased by 881-8 per ot» - ' «
