A Teheran message states thai the British Government is objecting to Masher ed Dowleh forming a Cabinet in Persia, especially as he stipulates the inclusion in the Ministry of the former Premier, who hitherto has been on the British black-list for his anti-Russian attitude during the war. Owing, however, to a protestation from the Shah, ■the British are unlikely to persist. Bolsheviks savagely repressed a Tartar counter-revolution in the Caucasus.
