Lasker has resigned the worid'3 championship to Capablanca, on the ground thiit the chess world does not approve of the terms of the proposed match between Lasker and Capablanca. The Daily Express' states that Rcumania has stopped disbanding her army, and is recalling the men to the colors. It is believed that the Hungarians are preparing to re-take territory. Rear-Admiral Decker, in a letter in a service magazine, charges Mr. J. Daniels (Secretary for the Navy) that he tried to break Admirals Sims,*Fullam, and Fiske because they would not permit th|» demoralisation and degradation of the navy.' Mr. Daniels, in testimony before the Senate Investigation Committee, said it was intentional and deliberate misrepresentation of the acts of the Admirals. The French steamer Mannheim wirelessed to Perth that her engines had broken down in the vicinity of Cape Leenwin. Assistance has been dispatched.
