Mr. Watt suspended the wool negotiations a fortnight ago, when the rupture with Mr. Hughes began to develop. At that time the negotiations had reached the following stage:— The British Government definitely refused Mr. Hughes' request to suspend the London sales for six months, and the Government was prepared to pay Mr. Watt £10,000,000 immediately as the first instalment of profits.
