I FREKCH REGULARS WITHDRAW. By Telegraph.—Press Asan.—Copyright. Received April 16, 5.5 p.m. London, April 14. Regulars have replaced practically all the French colored troops at Frankfort. Telegraph and telephone restrictions have been withdrawn. A crowd roughly handled British cinematograph operators and smashed their machine. The Ruhr is outwardly calm, but only ten per cent, of arms have been delivered.
