RECONSTRUCTION OF CABINET. By Telegraph.—Press Assn.—Coryrljht. Capetown, April M. In the Assembly General Smuts an'nounecd the reconstruction of the Ministry. Air. Burton takes the portfolio of Finance; Mr. Malan, Agriculture, Mines and Education; Mr. Watts, Railways, the Interior, and Health; Mr. Jacobus Graaf, Posts and Telegraphs. General Smuts also announced that Messrs. Orr and Van Heerden had resigned their portfolios and added that no other changes were intended, but the door was left open for a rearrangement so as to secure a Parliamentary majority on the lines of his recent proposals to the party leaders. _ Thus, excepting for the redistribution of portfolios and the resignations of Messrs. Orr and Van Heerden the personnel of the Ministry is unchanged-
