General Smuts also announced that Messrs. Orr and Van Heerden had resigned their portfolios and added that no other changes were intended, but the door was left open for a rearrangement so as to secure a Parliamentary majority on the lines of his recent proposals to the party leaders. _ Thus, excepting for the redistribution of portfolios and the resignations of Messrs. Orr and Van Heerden the personnel of the Ministry is unchanged-
