RESERVE T. In dealing with the application of the Ttaumki Education Board to exchange some sixteen acres of land (which the Board proposes to acquire on the Standish Estate) for Reserve T, the Borough Council, as trustees for the citizens, is charged with a responsibility that cannot 'be lightly treated. The imam poinit in all such matters is not so much whether an, equivalent in land value is being made, tout whether the land offered in exchange for a recreation reserve is equally suitable for that particular purpose, and equally convenient to the generality of the citizens. It is recognised as a ruling principle that land reserved for the use of the people shall, unless very special circumstances, be inviolate, for although the people of today may not sufc great value on these wise provisions for health and recreation, and may even put them, to no use, yet they are heritages for posterity by whom they will assuredly ibe prized. As the population in the important t'owna of the Dominion increases, the value of these open spaces will become increasingly apparent, and it is therefore the duty of the authorities in whom these reserves are vested to he vigilant and jealous over the domains committed to their charge, and to ensure as far as posisiblo an equitable distribution of any exchanges so that the residents in every quarter of a town may have their just Share of open spaces for recreative purposes. In the circumstances under which the exchange of Reserve T, on the CutfieiM Road, is now sought, there are certainly special reasons that call for careful consideration. The Education Board desires to obtain ft suitable site,for its technical college, which is at present in h. very central position for all the work carried on except that of agriculture, and the Mayor stressed the point that, in Taranaki, no technical college that did not make provision) for agricultural classes would be Worth anything, hence the need for a site containing several acres of land. Admitting the soundness of the argument, there are several questions whioh should be thoroughly considered before any final decision is arrived at. Is Reserve T the best site for a technical college, apart from the agricultural classes? That is for the Board ■to decide in the first instance, the Department having the final voice. A mistake mlade now would be very costly hereafter. Is the value of the land on the Standish Estate, both present, and prospective, a just equivalent to that of Reserve T? Will it ho as useful and convenient for all recreation purposes so far as the people who benefit by the reserve are concerned? The Council wisely decided to inspect 'both areas before comng to a decision. Education is a matter of prime importance to the community, and justifies exceptions being made in its favor, but in dealing with a public reserve every care must be taken to safeguard the privileges of the people. That some suitable site for the College should be obtained is 'beyond question, and if the Department approve the proposed site, and the people of the district are not prejudicially affected by the exchange, the Borough Council, on being satisfied that equivalent value is being received, will be justified in favorably considering the application, as two good objects would be furthered thereby, but the whole of the circumstances need the fullest consideration prior to a definite answer being given.
