COMPULSORY LABOR.

The Bolshevik Congress at .Moscow, in approving of compulsory lalior, recommended the maintenance of a proper ratio between those mobilised for this purpose, and the places of concentration, in relation to the size oF the labor problem and the amount, of essential machinery. Party organisations must assist trade unions in registering qualified workmen, and the latter must revert 'to work in which they a,re specialists. Personal zeal will he regarded as the greatest factor in augmenting output and competition in labor, which to he beneficial under a regime of nationalised industries, must be powerfully encouraged by a system (\ premiums and the Axing of food prices for the bcneSt o f the diligent and conscientious rather than for the careless workers —Aus.N.Z.
