GOVERNMENT'S POSITION UNSTABLE. By Teleeraph.—Press Aaan.—CotiyrisM. Received April 4, 5.5 p.m. Rome, April 3. Extremists continue to erect siege works. The Workers' Councils' efforts at Turin.. Genoa, Naples, and Brescia were recently unsuccessful, largely nving to anti-Bolsheviks organising the so-called ''Royal Guard," which goes round the country taking effective action against revolutionary movements and strikes.'
fhe Royal Guards are composed of exsoldiers, and are well paid and well armed. The Socialist Deputies angrily demand their suppression.
