Tho Secretary of State, Mr. Colby, has expressed the opinion that the resolution offered in the House of Representatives declaring peace with Germany cannot be accepted by the State Department. Congressmen generally agree, however, that Congress lias a right to abolish the war-time regulations. The resolution provides that if Germany does not accept the terms of the resolution within ninety days, the President is authorised to place an embargo on Germany. Many Democrats and Republicans agree that Congress has no power to do this.—Aus.-N.Z. Cable Assn.
