President Wilson's Note to the Allies on the Turkish situation is now published. It declares the United States is convinced that no final decision regarding the Straits should be made without the consent of Russia. The United States cannot sanction any'settlement that does not grant American citizens and corporations rights in Turkey on an equality with those of other nations that are parties to the Turkish Treaty. Armenia should be made independent, with access to the sea, and Turkey should relinquish Mesopotamia, Arabia, Palestine and Syria. The Turk should not be allowed to remain in Europe. South-East Thrace should lie given tc Greece, and NorthEast Thrace to Bulgaria. —Aus.-N.Z. Cable Assn.
