RESTLESSNESS IN MINING CIRCLES London, March 23. The Daily Express states that the coal crisis has entered a new and embittered phase. The coal-owners' decision to reduce the price of bunker coal 50 per cent is a tactical move diminishing the surplus profits upon which the miners based their claim for the 3s advance. Welsh correspondents report great restlessness in mining centres in South Wales. The Miners' Federation has rejected the 3s scheme, and has resolved co insist ou an all-round rise of 40s weekly.
