Received March 28, 5.5 p.m. London, March 24It is understood the Milner Commission will recommend a milder term than Protectorato to describe British authority, but Egypt will not be allowed to receive foreign diplomats. The legislature, will be bi-cameral, the Upper House being par :y nominated and partly elective. Parliament will not control the Ministers, and the Sultan appoints them. The Commission recommends that many of tho higher junior officials should be Egyptians.—Aus.-N-Z. Cable Assn.
