SURPLUS EXPECTED THIS YEAR. By Telejrapli.—Press Assn.—Cowrlglu. London, March 23. In the final discussion on the Budget Mr. Halley said that the actual deficit was now reduced to £10,000,000. Five miljion would be recovered from England as tiie capitalised value of pensions for Indian troops and their British officers- He expected the surplus in the coming year would be £2,500,000, but it entirely depended on the conclusion of the frontier war and the exchange position. Lord Chelmsford, in closing the debate, said that, as the result of the joint committee's decision this would be the last time the Viceroy would preside at the Legislative Council at Delhi. Henceforth he would only attend in order to make an occasional ceremonial speech.
