A proposal that the law should be amended to enable a local body to raise a loan for a memorial to fallen soldiers came before the Council in a letter from the Invercargill Boromh Council. The Town Clerk of Tnvercargill wrote statin? that at a public meeting ther? for the purpose of considering the erection of a memorial to fallen soldiers, the question arose as to the beßt method of raisinsr funds. Although it was recognised that a memorial built with money raised voluntarily was greatlv to be desired, it was nevertheless the opinion of the meeting that an adequate sum could not be so collected without having recourse to art unions, etc. Eventg ually it was decided that the fairest. I simplest, and most satisfactory way I would he to entrust the work to the J Borough Council to carry out by means » of a loan as a public work.' at the same time giving even-one an opportunity to contribute, and providing for a . poll of the ratepayers, both on the loan m proposal and also on the nature of the memorial itself. The Council, therefore, submitted the following proposed amendment to the Local Bodies Loans Act, 1913: "Within the meaning of the principal Act the' erection or construction or contribution to the erection or construction, either within or beyond the boundaries of the local authority. of a memorial to persons who served or died in the service of the recent past war shall be a. public work for which a. special loan may be raised by ianv local authority."
